EXCLUSIVE MEASURES FOR VERY SPECIAL CATEGORIES

• For all round development of children, the government has framed the "Sikkim State Plan of Action". It will take care of the following aspects related to children: (a) Right to life: under it a child's health, welfare of mothers, child's birth, nutrition, environment, cleanliness and issues regarding drinking water are taken care of. (b) Right to development, (c) Right to preservation under difficult situation and (d) Right to be associated.

• The government is providing a grant of RS.50,000j-to the family of those who die in harness. If the victim belongs to Group "D" then besides the financial support a member of his family is also given employment in the government sector.

• Government has established a "Destitute Home". NGOs are also managing five such Homes.

• A 50-bedded "Balika Niketan" with 50 beds has been established in the state.

• From 1996-97 people suffering from more than 40% disability were given RS.100/- allowance per month and the same was increased to RS.200/-. The number of people receiving such allowances in 2003- 04 was 1100.

• All physically challenged people are being given subsistence allowance of RS.500/- per month.

• The Government has established a Special School for the Hearing impaired children on 1.6.2004 at Sichey Busty, Gangtok. It is a residential school where accommodation, education and general welfare for the hearing impaired children are provided. There are 3 special Educators who are trained.

• There are 497 Anganwadi Centers in the state. These centers are under the supervision of 5 Chief District Project Officers or their adjutants. In these centers there are 25 supervisors, 497 Anganwadi workers and 497 helpers.

• After the implementation of Juvenile Justice Act in the state, the government has established a Juvenile Observation Home for delinquent juveniles who are not only cared for, given protection and sent back to their families rehabilitated but also engaged in creative activities like paper bag making, painting and floriculture etc.
