Way
back on December 12, 1994, the Sikkim Democratic Front led by the man of
the masses and nationalist leader, Dr Pawan Chamling swept into power as
Sikkim's 5th Chief Minister based on the principles of law, spirit of
democracy and good governance. Since then, the Chief Architect of
Sikkim's emotional integration with the mainstream has spearheaded the
State to all round development. Anyone who has witnessed Sikkim of
pre-1994 and Sikkim of today will see a complete transformation that has
taken place in Sikkim in various sectors during the last 12 years.
The growth trails are amazing and creditable. To cite a few examples,
the literacy rate, which was merely 56 per cent in 1993-94, has shot up
to 82 per cent. Similarly, the infant mortality rate has come down from
44 per thousand to 33 per thousand. The per capita income has sharply
risen from Rs. 7550 to RS.26,850 and the State Revenue has increased
from Rs.41.30 crore in 1993-94 to RS.228.31 crore during 2004-05.
Inclusion of Sikkim into the North Eastern Council, grant of Tribal
status to Tamang and Limboo communities, reopening of historic
Indo-Tibet Trade route via Nathula are among the major hallmarks of the
present government. In recently concluded India Today conclave, Sikkim
has also ranked first among 12 eastern states for its grand overall
performances.
Today, Sikkim is widely known for her remarkable development and growth,
social tranquility, good governance, communal harmony, high standard of
environment management and crime free situation. By 2015 Sikkim aims to
be a total organic, 100% literate, economically self-reliant and
prosperous state.
In this book, IPR Department has made a humble attempt to bring out
brief accomplishments of the last 12 years of the last 12 years of the
Government and we hope this will be well received. |
