Cheif Minister Dr. Pawan Chamling stated four very crucial
cardinal principals he has personally adhered to. In his Budget Speech of 2001,
he said "that I have personally adhered to four cardinal principles and my
Government have consistently followed them in ruling this beautiful, peaceful
and grand State of Sikkim. These are:
i) Institutionalization of any process. Individuals may come and go but what
remains is an institution. It is the institutions that link and blind
generations after generations of Sikkimses both among themselves and with rest
of the country. We have always tried to institutionalize whatever programmes and
projects we initiate and implement.
ii) The process of marginalization of poor people has to be stopped. The poor
and downtrodden should rule the state and not the rich and affluent. Because
there are handful of rice and overwhelming majority of poor. My Government draws
its strength and sustenance from have not. We are all for them
iii) Development cost should be shared. Government creates
facilities but we cannot maintain it always. People however, want a qualitative
service. Therefore, they should not mind paying for this service. Particularly
when they can afforded to pay. Only cost sharing can sustain a good process.
iv) Democracy is the best means for social justice and communal harmony. We have
been attempting to use democracy as a means to decentralization also. In other
words, democratic decentralization at all levels of ours functioning is what we
are craving for."
To make the economy of Sikkim strong and prosperous.
Government intends to lead, not to follow.
Always determined to fulfill the wishes of the people
To make Sikkim fee from poverty, illiteracy, dept, crime, drugs, & AIDS
To transform Sikkim into an ideal State with self sufficiency and strong civil society by 2015.
To make 100% literate state 2015.
To achieve the status of education like in Netherlands, Norway and Singapore.
To follow Germany, France and Australia in the field of animal husbandry
To earn fame at par with Switzerland, Austria, Fiji, Mauritius and Paraguay in ecotourism.
To built a strong civil society like that of America, Canada and other European countries.
To transform Sikkim as the best state of the country and also become a source of inspiration to others.
To enrich all Sikkimese people mentally, physically and spiritually and to inculcate in them a sense of respect towards elders.
To generate 5000MW of power by 2015
