Policies, Activities and Achievements
 
Besides these important achievements, the alacrity, sincerity, consistency and determination, which the SDF Government has shown in its day-to-day functioning, has placed Sikkim among the fastest developing State of the country.

• In a number of fields, Sikkim is on the top in the country. They are per capita income, per capita plan expenditure, literacy rate, infant mortality rate, birth rate, socio economic index, availability of potable water, Plan expenditure, availability of per capita annual external grants, absolute financial debt/plan expenditure, human development index, rural electrification etc.
 
• Article 371 (f) of the Indian Constitution is fully protected.

• The entire old laws of the State have been protected.

• The Dzumsa system (a community collective) which had been done away with by the earlier Government has been reintroduced and protected.

• After formulating the new industrial policy of the State, work is on to create industrial infrastructure mainly in 10 sectors. These include:                                                                         

•Agro based industries, horticulture and floriculture

•Forest based small scale industries

•Livestock farming and milk production '.

•Tourism based industries

•Knowledge based industries and information technology '.

•Industries with high value and low volume.

•Hydro electricity

•Tea

•Education

•Hospitality related services.
 

• After coming to power, the SDF Government in its first budget session (1995-96) took a historic decision for the first time to allocate 70% of its budget for the development of rural areas and rural people. The consistent implementation of these policies and the far reaching results of this decision are before us today.

• For an overall empirical assessment of Sikkim the State Government published commissioned a series of research projects and published significant volumes like "Sikkim-People's Vision", "Human Development Report", "Sikkim -Tibet trade through Nathula" and "Sikkim Study Series".

• In order to evaluate and examine the follow up of these reports, the task of preparing the second Sikkim Human Development Report has begun.

• Sikkim has been declared a beggar free State.

• Use of drugs and gambling have been banned.

• Respecting the sentiments of the Sikkimese people, action has been taken to protect and preserve their rich culture and tradition and also ensured religious freedom .

Sikkim - land of Peace and Harmony

• Sikkim has been kept free from organized crimes and illegal fund raising activities.

• Corruptions have been discouraged and checked at all levels of government.

•Use of liquor has been banned in official functions. The money thus saved is transferred to the Police Employees Welfare Fund through the Chief Minister's Discretionary Fund.

•Having established the freedom of expression and creative activities, the SDF Government has enabled an unprecedented growth in journalism and has helped in the growth of numerous associations.

• For trade and commerce a very convenient system has been created.

• NGOs have been associated in many of the developmental activities and are now increasingly treated as parallel agencies of service deliveries.

• Peaceful environment, modern infrastructures have made Sikkim an ideal place for holding state and national level meetings and conferences.

•A number of dignitaries including the President, Vice President, Prime Minister, other central leaders of India, Ambassadors of different countries, intellectuals, politicians, environmentalists of international fame, educationists, religious leaders, industrialists, writers and artists have visited Sikkim.

•Sikkim is receiving wide publicity in both the national and international media for its positive and outstanding contributions.

•A system of monitoring and evaluating public works and developmental projects has been established. There is an exclusive Directorate created for this purpose.

•The poor get the first opportunity whenever new programmes are launched.

•Under the Land Bank Scheme, each landless person is provided half an acre of land. This has been a programme of revolutionary significance. This is an effective step towards the implementation of the avowed policy of the Government to provide every Sikkimese with an address of their own.

•Under the Rural Housing Programme from 1994-95 to 2006-07, 86,287 families received benefits. Under this programme RS.93.91 crore were spent from Government Treasury. During the same period, 43,755 individuals, one from each family received 30 GCL sheets at the total costs of RS.50.38 crore.

•The Government is constructing model villages consisting of 30 houses in each constituency at a cost 01 RS.38.50 crores.

•For the construction of houses, the expenditure per person is Rs. 463 (ranked 2nd highest expenditure in the states of the country). This is against the average expenditure is Rs 27 /- in the country (2002-03 figures)

•19,431 beneficiaries have been provided with the LPG connection with stove at the cost of Rs.5.18 crores.

•The entire villages and towns of the state have been electrified.

•For building new houses, the Government has distributed Rs. 19.70 crore to 9859 families under the Indira Awas Yojana. Under the same program a total of RS.3.49 crore have been distributed to 3248 families, each beneficiary receiving a sum of RS.10,000/-for the extension of their houses.

•From 1994-2003, a total of 15,800 houses have been given 2 point electric connection free of cost. Those falling below the poverty line get 50 unit power per month free of cost .

 

•In 30 Gram Panchayat Units, 100 percent people have received all the benefits. Similarly, 80-90% families have received these benefits in 364 wards, 60 % of 260 wards, 50-60 % of 48 wards and less that 50 % of those residing in 198 wards. These wards receiving less than 50% benefits are mostly located in and around Gangtok town.

• The people below the poverty line are provided rice @ RS.4 per kg.

• No tax is imposed on commodities sold by poor people in weekly markets.

• Sikkimese people opening shops in the rural areas need no trade license.

• Poor people are being provided construction material at confessional rates.

• Hundred percent houses are provided with safe drinking water.
• Under the Chief Minister's Antyodaya Annadan Programme, people falling under the BPL category are provided with 35 kilo rice free of cost.

• Every year the people are given benefits through Janata Melas.

• In the financial year 2005-06, the expenditure per child has been increased to RS.1256/- per month.

• An apex cooperative bank has been established in the State.
 

• To eradicate poverty and to increase the income of the poor, poultry, sheep, goats, angora rabbits and seeds of ginger, cardamom, passion fruits, sewing machines, tool and equipments etc. are provided along with self employment oriented trainings.

• To facilitate poor people coming from rural area to stay in Gangtok Janata Bhawan has been constructed.

• Members of business community and private sector lead a respectable and secure life.
