• extend all Government benefits in the name of the mother of a
family.
• implement the law that requires the consent of both the husband and
wife while purchasing movable/immovable property like registration of
property etc.
• encourage the education of girl child by adopting "Small Family
Scheme" and by opening Savings Accounts in the name of the school-going
girl child.
• Give 30%,30% and 33% reservation of seats for women in employment,
higher education and Panchayats, and in the seats of Local Self
Governments of the state. respectively.
• establish a State Environmental Commission to institutionalize the
protection and preservation of the fragile mountain eco-system.
• provide reservation in education fort he business community.
• provide reservation for the Scheduled Castes and Scheduled Tribes
population in higher education, non governmental and governmental jobs,
Panchayats etc.
•call for public participation for programmes like avenue plantation,
Green Road, Green Villages and towns.
•distribute free books, uniforms, raincoats and school bags in all the
schools of the State. No State in India has such a programme. |
We are proud that:
• Sikkim ranks top in the field of environmental protection and
development.
• Our students are involved on issues related to environmental
protection by launching "Green fund" at the school level.
• We have made it mandatory to write the names of both father and mother
in all official documents.
• We have further consolidated our traditional practice of gender
equality. There is absence of gender related violence. The President of
the National Women's Commission, Dr.Mohini Giri has also showered her
praises on Sikkim in this regard.
• We are only State in the country where the Government has made
education free up to the college level.
• We are the only State that has established monastic schools.
• We provide free health care facilities to its entire people.
• As per the calculation made by the State authority based on NSS data
per capita asset value of the Scheduled Tribes (Bhutias and Lepchas) in
Sikkim is Rs 71700 as against national average of the STs of Rs 30,000.
The per capita asset value in general of the Sikkimese population is Rs
60000 as against the national average of Rs 40,000

dedicated government employees.
•"You Have Done Well" grant of RS.5000/- to the NGOs.
•"Keep It Up" grant of RS.5000/- to the State Tourism and Travel Agents.
•"Creative Performance" grant of RS.5000/- to the writers and
intellectuals.
•"Positive Journalism" grant of RS.l0000/- to the Accredited
Journalists.
•"We Respect You" grant of RS.5000/- to the senior citizens of seventy
years and above of the state.
•"State Laurels" grant of RS.l0, 000/- to the persons representing
Sikkim in the different National Level Competitive sports events.
•"Most Progressive Farmer" grant to the most committed and progressive
farmers of the state.
•We have strict legal framework for controlling the misuse of drugs,
•With a view to channelise the youth force of the State as the central
force in the development of the society and to launch programmes to give
effect to this vision, the State pioneered the formation of a State
Youth Commission. This Commission identifies the problems, challenges
and capabilities of the youth.
• Even the people of higher castes like Brahmins, Chhetris, Newars and
Sanyasis have been accorded the status of
OBC.
• We provide governmental help and financial grants to all religious
organizations and extends its help in all the festive events of the
various ethnic groups.
• We have established the Rule of Law by bringing courts to the
doorsteps of the people by way of establishing Lok Adalats. Sikkim
surpasses the rest of the states in establishing Lok Adalats at the
block levels.
• We provide direction and facilities to the youths of the State in
developing their capabilities through Skill Development Fund and
capacity building projects.
• We became the third State in the country to publish "Human Development
Report" in 2001 and first State among the East and North Eastern States
to prepare "Sikkim: People's Vision" in 2001.

Dr. Pawan Chamling is possibly the first Chief
Minister in the country to :
• emotionally integrate Sikkim into the national mainstream as well as
to float and practice the concept of reverse integration. Today, Sikkim
is right at the national mainstream without trace of any anti-national
feelings.
• set an example as the only Political Leader in the country who has
never promoted his relatives in the government posts like MP, Minister
or MLA. He has consistently kept his family members in a safe distance
from politics.
• have been honored with the "Greenest Chief Minister" award by the
Centre for Science and Environment, New Delhi.
• appoint a woman in the most prestigious post of the Speaker of the
State Legislative Assembly.
• Today, Sikkim is poised as the most stable and peaceful State in the
