In the 12 year SDF rule 12 thousand jobs were generated. 1500 were generated in state police department only.

A rule has been made which entails the presence of 6 police constables behind everyone Havildar.
The promotion rule framed by the government provides 100 % in- service promotion for Lance Naik when they are promoted to ASP; in sub-inspector and DSP posts, 50% promotion is stipulated for in service personnel and 50% are inducted through competitive examinations.
In gazette and non gazette posts 50% are filled up by in-service personnel and 50% from open recruitment. The government has opened up many avenues of promotion as such even a non-gazette employee can reach up to the post of a Secretary.
There were only two posts in 1994 which allowed state public services personnel to reach the level of Secretary, which has been increased to 7. Today 14 departments are headed by SCS personnel and engineers.
The qualifying period for promotion has been reduced from 4 to 2 and from 8 to 4 years.
In Agriculture and Veterinary Services the post with RS.7500/- salary has been abolished and a rule has been framed which allows promotion directly to the post of Under Secretary, which resulted benefit to 200 employees.

The salary of SCS officials are the highest in the whole country. For example in Assam an Under secretary post carries RS.4500/- basic pay as against Sikkim's RS.7000/
In bureaucracy and police, numerous avenues of promotions have been created. Under SDF government those who entered as a constable are now in the post of DSP and those who entered as Sub-Inspectors are DIGs.
To enhance the capability of state employees training programs at various levels are being held.
The government has initiated the system of regularizing Muster Roll employees on the basis of seniority.
From April 2004, the daily wages of Muster Roll employees was raised from RS.85/-to RS.100/-.
On compassionate ground, 500 non gazette posts were filled.
50% of DA was clubbed with the basic pay as Dearness Pay.
The time period of 15 years stipulated for promotion requirement of primary teachers and school mothers have been reduced to 10 years.
Leave encashment benefit has been given to group C and D employees.
Disabled employees serving in govt. services and public sector are being given Rs. 100/- a month transport allowance
Residential quarters are being constructed at different places for the government employees.
Staffs quarters are being constructed for the employees
of Raj Bhawan.
